Rent controlled pied-à-terres… common?

This is a bit of a moral conundrum. I have no less that 3 friends who no longer live in New York but maintain rent controlled apartments for when they visit. In one case they are involved in a raging eviction battle and have somehow managed to hang on to the apartment. I don’t want to rat them out, or be nosy, but I am curious to hear from others how common this is.

For me, I have a big moral problem with it. They may somehow claim it as their legal “full time residence” while really spending most of their time at their place in LA or the Catksills, but morally, it’s rather icky to me.

My guess is rent control abuse is more common the other way around, but how common to you think this really is? /rant
