Confused by the role and culture of NYPD

I’ve had a few encounters with NYPD these last few years that leave me totally confused about their culture, their roles and responsibilities, and their recruiting practices. I’ve never seen police behave like this elsewhere, maybe I’m just naïve.

One example, yesterday I was walking north on 5th Ave around 55th. A clearly psychotic man was walking about 15ft ahead of me screaming at most people who passed walking the other direction, even running up at them with his fist cocked back like he’s about to punch them in the face. He was saying stuff like “I’ll fucking kill you bitch” while seriously lunging into their space. Random people just trying to go about their day and they were clearly terrified.

I flagged down two officers in a car parked on 5th and they just did not even pretend care at all, the crazy guy was right there still visible still shouting the same violent threats in bystanders faces, all clear view of the officers not 50ft away. Worse than that they acted annoyed with me for bothering them. I asked one of them if he’s actually not going to do anything about the man threatening to kill strangers right in front of him then he rolled his eyes and played his siren sound once then did nothing else at all.

I’ve never seen police behave this way anywhere else, who is NYPD hiring? They act like teenagers at a minimum wage job. Does NYPD appeal to slackers in the local area or something? Why are they so lazy and indifferent? Are there serious minded adults at NYPD who are frustrated by this behavior?
