Why high-rise windows in NYC only open a few inches?

I recently crossed New York off my bucket list after saving up some money and a bit of luck on Stake. It was an amazing experience—loved walking through Central Park, trying out different foods, and just soaking in the city vibes. But one thing that really stood out to me was that in every high-rise building I visited, you couldn’t open the windows at all. Even in buildings that were only 10 stories high, the windows were completely sealed shut.

I get that it’s probably a safety thing, maybe to prevent accidents or something more serious, but it felt so strange not being able to let in some fresh air. Is there an official rule or regulation about this in NYC? Or is it more of a general safety measure across the board? Would love to know if anyone has some insight into this!
