Staten Islanders have a free ferry to downtown Manhattan, why are they so against congestion pricing?

The SI Ferry is free and usually packed during rush hour. So I figured most commuters from SI use it to go to work in Manhattan, and WILL NOT be affected AT ALL by congestion pricing.

Not only that, there is a free transfer b/w SI Railway and the rest of NYC Subway.

I get it with knee-jerk reaction, but when it comes down to it, SI residents have viable options to get to Manhattan, unlike some parts of NYC.
