What should I do about Super & Property Managers locking Kitten inside Boiler Room?

I live in upper Manhattan. At the bottom of my apartment building is our boiler room. It’s a little wet, shit hole dungeon of a space with broken windows and air drafts blowing through. The Super and the Property Managers of this building are keeping a kitten in there. They say it’s to keep out mice and that this is a normal thing among NYC buildings. I live on the top floor of this building and can hear the kitten crying all day and all night.

I don’t know what I should do? Call ASPCA? 311? 911?

I’m really worried, the Super and Property Managers don’t care.

[EDIT]: I rescued the last kitten they did this to late last month. They just replaced that kitten with this new one. Yes, I can and will go down and rescue them and take them somewhere, but I’m afraid they’ll just replace this kitten it again. I don’t know what I can do to stop this issue permanently?
