Why doesnt the city does anything to deter the scam taxi / “uber” drivers preying on people in JFK / LGA?

I mean there are now so many scammers who are so open and obvious about it, and the reports of fraud are so outrageous.

Anyone know if it more of a lack of a legal authority (offering an expensive ride not a crime) or a lack of will on the part of law enforcement?

At the minimum seems they could clear those guys out — it isnt like a city street or anything. And a few arrests by undercover police would be a huge deterrent.

I guess this a port authority as opposed to city thing. Anyone know anything?

I feel like it is such a terrible welcome to the city to be defrauded by these guys and it happens to people who dont know better or are worn out from international travel.

edit: This Gothamist piece ($800 from JFK to midtown!) has some answers though not doesnt answer the basic mystery of why non enforcement. Thanks commentator
